The majority of the youth referred to the alcohol diversion program are predominately made from the Menominee Tribal Courts through Ordinance Court. Once the juvenile successfully completes the intervention program, a participatory report is then forwarded to the presiding judge that gives explanation of the student's status, which is either "Non-compliant" or "Compliant". If compliant, the juvenile's fines are vacated; if not he/she and/or parent/legal guardian is responsible for the UAD fine.

Other referrals are made by area department/agencies and community for AODA Education, such as:

Menominee County Health & Human Services
Menominee Tribal School
Self (i.e. Youth)
Menominee Indian School Districts
Parent/Legal Guardian
